PL2026/57 ELECTION OF CHAIR
Proposed, Seconded and RESOLVED that Councillor Vivian be elected as Chair of the Committee.
PL2026/58 ELECTION OF VICE-CHAIR
Proposed, Seconded and RESOLVED that Councillor C. Gershater be elected as Vice-Chair of the Committee.
PL2026/59 APOLOGIES FOR ABSENCE
Apologies had been received from Councillor McHale.
Councillor Moore was absent.
PL2026/60 DECLARATIONS OF INTEREST
There were none.
Councillor Vivian advised that they had red carded the application for the Atrium to be considered under agenda item 65 and so would recuse themselves from the discussions.
PL2026/61 PUBLIC QUESTIONS
There were none.
PL2026/62 COMMITTEE MEETING TIMES
The Committee RESOLVED that the next meeting would be at 4pm with a decision on the rest of the year to be taken at the June meeting when all Committee members were present.
PL2026/63 MINUTES OF THE PREVIOUS MEETING
DECISION: The minutes of the meeting held on 23 April 2026 were APPROVED and SIGNED as a correct record.
PL2026/64 UPDATES ON ACTIONS FROM THE PREVIOUS MEETING
The Clerk advised the speed gun would be ordered in June, as the monthly limit for credit card transactions had been exceeded in May.
PL2026/65 APPLICATIONS FOR PLANNING PERMISSION
CC/26/00712/FUL – The Atrium Southern Gate Chichester West Sussex
Objection. The proposal represents overdevelopment of the site. The proposal would result in a five-storey building of significant height, bulk and mass. The flat roofed, stepped design and the red metal cladding finish across the five storeys would result in a building of boxy, semi-industrial appearance, overly dominant in the street scene, out of keeping with and harmful to the character of the adjacent conservation area, which the LPA is under a legal duty to preserve or enhance. The proposal would be significantly out of scale with the nearby buildings, particularly the adjacent, modestly proportioned, two storey dwellings. Concern is raised over the potential impact on views to the Cathedral.
PL2026/66 NEW PLANNING APPLICATIONS RECEIVED SINCE PUBLICATION OF THE AGENDA
CC/26/00598/REM – Phase 6A Graylingwell Hospital College Lane Chichester West Sussex (retail unit and flats)
No objection subject to appropriate landscaping. It is noted that no landscaping/planting schedule associated with this application is available on the website.
PL2026/67 NET ZERO MATTERS
The Project Manager is currently working on developing the Net Zero event for the autumn.
PL2026/68 ENFORCEMENT MATTERS
One new enforcement notice has been issued for 142 Parklands Road for the unlawful use of an outbuilding as a dwelling – the property is currently being rented out as an Air BnB.
PL2026/69 TRAFFIC ISSUES
- The Clerk advised that West Sussex County Council (WSCC) have declined to authorise a site for installation of a Speed Indicator Device (SID) on St Pauls Road as they have undertaken a traffic survey and analysis of vehicle speed in the area and data indicates that it is not an issue.
- East Ward councillors are meeting WSCC Highways officers on Monday 25th May to discuss the traffic problems at Swanfield Drive.
PL2026/70 PUBLIC REALM MATTERS
A meeting was held between City Council Officers and the WSCC Officers responsible for delivering the Bus Service Improvement Plan.
Up until this point WSCC have been taking a route-based approach to delivering additional bus shelters and making infrastructure improvements to pavements etc. However, they have agreed that Chichester should be looked at separately as it is a hub for most of the Stagecoach routes.
A spreadsheet of all bus stops in the City will be made available for logging issues and suggestions for additional infrastructure so that we can start to prioritise the locations for improvements. The Clerk has spoken to the Chichester Society who will help to coordinate gathering the data.
