1. APOLOGIES FOR ABSENCE

2. DECLARATIONS OF INTEREST
Declarations of interest by Members of the Committee in matters on the agenda for this meeting.
3. PROPOSAL FOR NEW BUS SHELTERS ON ROUTE 51
Steve Hill from West Sussex County Council will address the Committee regarding a proposal to install new bus shelters along Route 51. The initiative will be funded through the Bus Service Improvement Plan (BSIP), which supports enhancements to public transport infrastructure.
Once installed, any shelters located within the Parish boundaries will become the responsibility of the City Council for ongoing maintenance and management.
4. PUBLIC QUESTIONS
To answer questions (if any) from members of the public being pursuant to Standing Order 3(e) of Chichester City Council’s Standing Orders (April 2025).

7. APPLICATIONS FOR PLANNING PERMISSION
Review and discuss applications for planning permission as reported by the Planning Adviser. Refer to the attached report for details.
8. NEW PLANNING APPLICATIONS RECEIVED SINCE PUBLISHING OF THE AGENDA
Discuss new planning items received since the agenda was published, as reported by the Planning Adviser.
9. CHICHESTER DISTRICT COUNCIL ADOPTS LOCAL PLAN
Notice is hereby given that Chichester District Council adopted the Chichester Local Plan 2021 to 2039 on 19 August 2025 in accordance with the above regulations.
Committee to discuss the impact that this would have on City.
10. STREET TRADING CONSENT APPLICATIONS
1. CHICHESTER CROSS MARKET & MORE – Sunday 12th October 2025 & Sunday 22nd March 2026 (10am until 4pm)
CHICHESTER DISTRICT COUNCIL CASE REFERENCE NUMBER 25/001676/STRTRC
Please note this Licensing Authority is applying for the Street Trading Consent associated with the above events on Sunday 12th October 2025 and Sunday 22nd March 2026.
As for previous Cross Market & More event the application is to trade at the pedestrianised areas of East Street and North Street, Chichester between the hours of 10am to 4pm. The final layout will be to an authorised plan for no more than 40 (forty) trading pitches at any one time.
2. CHICHESTER FESTIVE MARKETS – Saturday 6th & Sunday 7th December 2025 and Saturday 13th & Sunday 14th December 2025
CHICHESTER DISTRICT COUNCIL CASE REFERENCE NUMBER 25/001675/STRTRC
Please note this Licensing Authority is applying for the Street Trading Consent associated with the above festive events.
The application is to trade at the pedestrianised areas of East Street and North Street, Chichester between the hours of 9am and 5.30pm both Saturdays and 10am to 4pm each Sunday. The final layout will be to an authorised plan for no more than 60 (sixty) trading pitches at any one time.
11. NET ZERO MATTERS
Review and discuss matters related to achieving net zero emissions.
12. ENFORCEMENT MATTERS
Town Clerk to report on enforcement matters concerning planning and conservation.
13. TRAFFIC ISSUES
Discussion on traffic issues, including SID and SAM placement rota. Review the attached document for details.
Update on Speed Indicator Device: New locations have been approved. A report will be presented by the Town Clerk.
14. REVIEW OF CURRENT COMMITTEE TERMS OF REFERENCE AND DELEGATION ARRANGEMENTS
Pursuant to Chichester City Council Standing Orders Appendix 1: Statutory Review Schedule, to review the current Committee Terms of Reference and Delegation Arrangements and recommend any proposed changes to Full Council.

To make recommendations to the Finance Committee regarding proposed requirements for the Committee budget for 2026-2027
