MINUTES OF THE COMMUNITY AFFAIRS COMMITTEE MEETING HELD ON MONDAY 12 NOVEMBER 2018 AT 5.30PM

Before the Meeting commenced, the Chairman, Councillor Galloway, thanked the Town Clerk, his team
and volunteers who had organised and helped on Remembrance Sunday; he wished this to be recorded.

33. MINUTES
RESOLVED that the Minutes of the Meeting held on 3 September 2018, having been printed and
circulated, were submitted and the Chairman was authorised to sign the same as a correct record
with an amendment to Minute 25(b) which should read ‘… five residents wished to become Tree
Wardens for the area’ and not ‘three’.
34. DECLARATIONS OF INTEREST BY MEMBERS OF THE COMMITTEE IN MATTERS ON THE AGENDA FOR THIS MEETING
Councillor Apel declared a Personal Interest as a member of the Friends of Chartres.
Councillor Scicluna declared a Personal Interest as a member of the Friends of Chartres and
Valletta.
Councillor P Evans declared a Personal Interest as a BID Director.
35. POLICING AND SECURITY IN THE CITY
(a) Community Warden Update
The Chairman welcomed Pam Bushby, Divisional Manager, Communities, Chichester District Council to the meeting. Mrs Bushby advised that a Community Warden Steering Group meeting had recently been held and the 3-year continuous funding from Chichester District Council for the Community Wardens scheme had been agreed.
Three new vans had been purchased for the Wardens which would be used to cover the areas of the City, Tangmere and the Witterings which would help the removal of fly-tipping, etc; a smaller vehicle was also available for use by the Wardens.
(b) Community Warden Reports
The Committee noted the Community Warden Reports for the City Centre and West Wards. Mrs Bushby briefly commented on some of the issues the Wardens were dealing with the in their areas and on the information access facilities that were available for use by the Wardens.
36. MAYOR’S HOMELESSNESS FORUM
The Mayor advised that he would be hosting a Homelessness Forum Meeting on Wednesday 12 December 2018 at 12pm at the Council House. Following a meeting with various agencies it had become apparent that a strategy was needed to enable all agencies involved with homelessness in the City to work together and be aware of each other’s services. Attendance at the Forum Meeting would be by invitation only and the Mayor would report back at the next Community Affairs Committee meeting in January 2019.
37. REPORTS FROM REPRESENTATIVES OF FRIENDS OF CHARTRES, RAVENNA AND VALLETTA
(a) Friends of Chartres
The Friends of Chartres report had been circulated to all members and noted.

The Friends of Ravenna report had been circulated to all members and noted.
(c) Friends of Valletta
The Friends of Valletta report had been circulated to all members and noted.
38. EUROPEAN WALLED TOWNS SYMPOSIUM
Councillor Scicluna’s report on the European Walled Towns Symposium held in Valletta, Malta between Thursday 13 September and Saturday 15 September 2018 had been circulated to all members.
39. CHICHESTER TREE WARDENS
Tree Warden for Chichester, Mrs Chatfield, advised that planning applications for trees in the Conservation Area were commented upon by the tree wardens for that area and that the tree wardens for the City were aiming to work together and become familiar with each other’s areas of the City.
It was hoped that any policies or reviews undertaken by the District and County Councils that involved trees, ie. trees on the highway or the Local Plan Review, would be able to be merged together and give a cohesive management of trees in Chichester.
The Committee noted that a Memorial Tree to the late 10th Duke of Richmond and Gordon would be planted on Friday 30 November 2018 in Priory Park and the Friends of Chartres would plant a tree next year in Jubilee Park to commemorate 60 years of twinning with Chichester.
40. REPORT FROM BID CHAIRMAN
The BID Chairman, Colin Hicks, gave a brief presentation on the first 5-months of the 10-month contract for the provision of Rangers in the City Centre. Statistical information on the actions that the Rangers had been involved with were circulated to members. During the 58 days, 788 actions had been dealt with, from giving directions, dealing with anti-social behaviour, cycling in the precinct and many other aspects that were currently not being enforced by other authorities, for example, busking, street entertainment.
The Rangers worked closely with the City’s CCTV services and the Police and their presence in the City was a deterrent as well as a comforting sight for those that work and visit the City.
41. POST OFFICE LIMITED – CHICHESTER
A consultation was being held on the operation of Chichester Post Office transferring to WH Smith High Street Ltd from Thursday 24 January 2019 and the opening hours increasing to include opening until 5.30pm on Saturdays and opening between 10.00am and 2.00pm on Sundays. The change was part of the continuing modernisation of the Post Office network. The Post Office would remain in its current location. Comments were to be submitted no later than 14 November 2018.
No representation would be made from Chichester City Council on this consultation.
42. MONITORING VEHICLE SPEEDS IN ST PANCRAS, CHICHESTER
The Town Clerk reported that speed data on vehicle movements in the St Pancras area were still being sought by a local resident in the area. The previous advice from West Sussex County Council was still valid, ie. the use of SIDs or residents recording vehicle speeds. It was suggested that the Westgate Residents Association may be able to offer some help and guidance to the resident in St Pancras on recording vehicle speeds.
43. PUBLIC DRINKING FOUNTAINS
The Town Clerk reported that he had been in contact with Portsmouth Water who had advised that early in 2019, a conference would be held between water authorities nationwide on the subject of public drinking fountains. The advice from Portsmouth Water was to await the outcome of the conference. The ‘Refill’ project being led by West Sussex County Council would be making progress also in the New Year.
