MINUTES OF THE EXTRAORDINARY MEETING OF THE CITY COUNCIL HELD IN THE ASSEMBLY ROOM AT 8.45AM ON TUESDAY 5 JULY 2022

23. APOLOGIES FOR ABSENCE

Apologies were received from Councillors K Hughes, C Hughes, J Hughes, H Barrie, T Dignum, C Harry, C Gershater, M Bell and S Lishman.

24. REQUEST FROM CHICHESTER DISTRICT COUNCIL FOR PARTNERSHIP FUNDING CONTRIBUTION FOR THE LEVELING UP FUND (LUF) BID

This Extraordinary Meeting of the City Council had been called for the purpose of determining a request from the District Council for a funding contribution towards the Levelling Up Fund (LUF) bid. It had not been possible to deal with this matter at the Council meeting on 29th June due to time constraints.

The Mayor welcomed Jane Hotchkiss, Director Growth and Place of Chichester District Council. Unfortunately, Greg Ockwell, Growth Project Manager of West Sussex County Council was unable to be present, having tested Covid positive.

Jane Hotchkiss explained the detail of the three schemes forming part of the levelling up bid i.e., Oaklands Park and Northgate, Priory Park and Public Realm and the Cathedral Square. She then answered questions from Councillors and a debate ensued. A key point arising from the debate was that the groups representing those with disabilities be the subject of consultation about any matter involving roads and pavements. Concerns were also expressed about a transport hub being established in West Street.

It was noted that, as yet no contribution figure was available from West Sussex County Council. However, Chichester District Council had committed nearly £600,000 to the three projects, including £70,000 for Public Realm and the Cathedral Square.
However, having given the matter further detailed consideration and discussed various matters raised by Councillors it was

RESOLVED

That the City Council supports the allocation of a sum not exceeding £100,000 from unallocated CIL funds towards the pavement element of the Public Realm project which forms part of the Levelling Up Bid being co-ordinated by Chichester District Council. The City Council considers this a reasonable and proportionate contribution in the spirit of partnership working and in support of long standing concerns the City Council have the condition of pavements in the City centre. However, the sum will only be payable if a. the funding bid is successful and b. the City Council would reconsider their decision about the level of funding if the grant was successful, but the amount granted less than bid for.
