YOU ARE HEREBY SUMMONED TO ATTEND A MEETING OF THE COMMUNITY AFFAIRS COMMITTEE TO BE HELD IN THE COUNCIL CHAMBER. THE COUNCIL HOUSE, NORTH STREET, CHICHESTER AT 3.00PM ON MONDAY 13 MARCH 2023.

3. MINUTES OF THE COMMUNITY AFFAIRS COMMITTEE MEETING HELD ON 16 JANUARY 2023.
To approve and sign as a correct record the minutes of the meeting held on the 16 January 2023.

5. POLICING AND SECURITY IN THE CITY

7. CHICHESTER TREE WARDENS
To receive a report from Chichester Tree Wardens (report attached).
8. A27 UNDERPASS DECORATIVE IMPROVEMENTS
To consider a request from a member of the public to participate in improvement works on the A27 underpass.
As the underpass is also in Fishbourne Parish, Councillors should note the following minute from the 20 February 2023 Fishbourne Parish Council meeting:
A Chichester City resident contacted the Clerk to ask whether the A27 underpass could be refurbished as it is unsightly and run down. She has also contacted Chichester City (as the underpass is in both parishes) and has ideas for murals which could be designed by the children at the school. She is also approaching the Chichester City Grants Panel for funding. The Clerk reported that she had contacted National Highways (NH) who own the underpass who have checked it for structural integrity. NH would be supportive if the community were to want to improve the look of the underpass, but they do not have funds to allocate at the moment for such a project. They suggested contacting the District Council for help. The Council supported the idea of improvements to the underpass but noted there is nothing currently in the budget for this. Cllr. Mason offered to contact the member of the public concerned to discuss how far she had got and to offer any assistance she might need.GM The Council noted that there is a breach in the fence on the A27 above the underpass and alongside the underpass which allows anti-social behaviour to take place. The Clerk was asked to write to National Highways and ask for these fences to be repaired as it gives dangerous access to the A27 in an area where there is housing for vulnerable people.

The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.
However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.
It is requested that discretion is exercised and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made.
