To approve and sign the minutes of the Meeting of Council held on 23 February 2022 (pages 164-173), the meeting of Council-in-Committee held on 9 March 2022 (pages 174-176) and the Extraordinary Meeting of Council held on 21 March 2022 (pages 177-179) (copies attached)

To answer questions (if any) from members of the public being residents of the City pursuant to Appendix 1 of Chichester City Council’s Standing Orders (September 2020).

a) Community Affairs Working Group

To consider the following recommendations:

(i) Neighbourhood Plan – payment of John Pegg invoice for a Landscaping report commissioned by the Neighbourhood Plan Steering Group (minute 103b refers)

It was AGREED TO RECOMMEND to Full Council on 20 April 2022 that the invoice for a Landscaping report compiled by John Pegg be paid in the sum of £4,500+VAT to be paid from the Neighbourhood Plan CIL allocation.

(ii) Neighbourhood Plan – request from the Planning and Conservation Working Group to increase the CIL funding allocation (minute 103b refers)

It was AGREED TO RECOMMEND to Full Council on 20 April 2022 that the Neighbourhood Plan CIL funding allocation be increased to £100,000 from the current £70,000.

(iii) Speed indicator advice – request for CIL funding to install two pavement sockets to enable the installation of the Speed Indicator Device in St Pancras (minute 105 refers)

It was AGREED TO RECOMMEND to Full Council on 20 April 2022 that an order be placed with Crown Civil Engineering to install two pavement sockets in St Pancras at a cost of £1,080 + VAT to be paid from CIL funds.

(iv) Modification of Standing Orders

It was AGREED TO RECOMMEND to Full Council on 20 April 2022 that the following text be added to section 15 of the Chichester City Council Standing Orders as adopted on 23 September 2020 (minute 106 refers)

The Mayor, the Deputy Mayor and the Chairmen of the Finance, Community Affairs and Planning and Conservation Committees shall be ex-officio and voting members of every Standing Committee.

6. REVIEW OF CURRENT CITY COUNCIL AND COMMITTEE MEETING ARRANGEMENTS

The Town Clerk will advise the Council that there is nothing further to report about the Government’s Call for Evidence about the extension of remote or hybrid meetings to Councils in England.

The Town Clerk repeats his advice to the Council that meetings making decisions must now be held face to face pending a decision on the Call for Evidence.

7. NOTICE OF MOTION FROM COUNCILLOR GASKIN

Councillor Polly Gaskin has proposed the following motion for consideration by Chichester City Council:

This Council calls upon Central Government to revisit the present First Past the Post electoral system and to replace it with a fairer system of proportional representation. A Parliament that more accurately reflects the views of the nation, enabling people to feel that their votes count, is more likely to develop an environmental, social and economic agenda that benefits Chichester residents.

To receive reports from Chichester division members of West Sussex County Council and from Chichester ward members of Chichester District Council, if they consider it to be appropriate

11. QUESTIONS

To answer questions (if any) from members of Council pursuant to Standing Order 8.

12. COMMON SEAL

The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.

However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.

It is requested that discretion is exercised and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made
