COUNCIL2025/8. MINUTES FROM COMMITTEE

To note minutes and consider recommendations (if any) from Committee meetings held since last Council meeting.

COUNCIL2025/8.1. PLANNING AND CONSERVATION COMMITTEE

a. To note the minutes of the Planning and Conservation Committee meetings as follows:

  • 19 June 2025
  • 17 July 2025
  • 14 August 2025
  • 11 September 2025

b. To consider the recommendations made at the meeting of the Planning and Conservation Committee held on 11 September 2025:

  1. The Committee SUPPORT the recommendation from the Community Affairs Committee that responsibility for Public
    Realm items be moved to the Planning and Conservation committee (to be considered under agenda item COUNCIL2025/11).
  2. The Committee reviewed the scheme of delegation and RECOMMENDED that it be updated to allow delegated
    responsibility for expenditure on Public Realm items within agreed Annual Budgets (to be considered under agenda item
    COUNCIL2025/11).

COUNCIL2025/8.2. COMMUNITY AFFAIRS COMMITTEE

a. To note the minutes of the Community Affairs Committee meetings as follows:

  • 4 June 2025
  • 4 September 2025

b. To consider the recommendations made at the meeting of the Community Affairs Committee held on 4 September 2025.

  1. The committee recommended that the delegated responsibility for Civic Awards be returned to full council (to be considered under agenda item COUNCIL2025/11).
  2. The committee recommended that oversight for public realm amenities be transferred to the Planning & Conservation
    Committee (to be considered under agenda item COUNCIL2025/11).
  3. The committee recommended that committee numbers be amended to remove the maximum limit with no less than a
    third of members constituting a quorum (to be considered under agenda item COUNCIL2025/11).

COUNCIL2025/8.3. FINANCE COMMITTEE

a. To note the minutes of the Finance Committee meetings as follows:

  • 9 July 2025

b. To consider the recommendations made at the meeting of the Finance Committee held on 17 September 2025.

  1. To undertake urgent works to the Council House roof following flooding in heavy rain in July. Total anticipated cost of works
    £180,000. Funding for work on the Old Court Room roof lantern (£30,000) to be taken from the CIL energy efficiency reserve, with the remaining works to be funded from the Council House Reserve.
  2. To liquidate the £449,254 investment currently held in the Local Authorities’ Property Fund (LAPF) and invest it instead in the
    Public Sector Deposit Fund (PSDF).
  3. Make the proposed amendments to the Terms of Reference of the Personnel Sub Committee (to be considered under agenda item COUNCIL2025/11)
  4. To update the Financial Regulations to extend authority for authorisation of payments to the Clerk up to a limit of £5,000.

c. To note the minutes of the Sub-Committee meetings as follows:

  • Business Plan Sub-Committee – 19 August 2025
  • Personnel Sub-Committee – 17 July 2025
  • Property Sub-Committee – 26 August 2025

COUNCIL2025/9. LOCAL GOVERNMENT REORGANISATION (LGR)

To note that the Business Case document outlining three possible options for reorganisation has been published and will be considered at various County and District Council meetings on 23rd and 24th September 2025. The final submission must be made to MHCLG by 26th September 2025. Each Council will indicate their preferred option for the final model to be adopted.

COUNCIL2025/9.1. COMMUNITY ASSET TRANSFER LIST

a. To receive the notes of the Devolution Working Group meeting held on 3 September 2025.

b. To consider the report from the Town Clerk regarding the submission of Expressions of Interest (EOIs) to Chichester District Council relating to assets on the Community Asset Transfer list.

COUNCIL2025/9.2. VOLUNTARY SECTOR SUPPORT

To consider writing to Chichester District Council cabinet member Tracey Bangert highlighting our concerns regarding the risks of Local Government Reorganisation to the voluntary sector and requesting information on what impact modelling has been undertaken by Chichester District Council.

COUNCIL2025/10. TO CONSIDER SUBMITTING A COMMUNITY HIGHWAYS SCHEME APPLICATION FOR A SAFE PEDESTRIAN CROSSING AT THE JUNCTION OF SHERBOURNE ROAD AND NORWICH ROAD

1) To note the response of WSCC to the letter sent by the Mayor expressing concerns re. safety of access to the relocated Jesse Younghusband School. (letter and response attached)

2) To consider the motion submitted by Cllr Pramas and Cllr Apel requesting that

  • The Mayor to write a letter on behalf of CCC requesting that WSCC takes action to expedite the development and installation of equitably accessible crossings on St Paul’s Road at Norwich Road and Sherbourne Road to
  • The Chief Executive of WSCC;
  • The Leader of WSCC;
  • The Chief Executive of Chichester District Council;
  • The Leader of Chichester District Council;
  • Jess Brown-Fuller MP.
  • CCC submit a Community Highway Scheme application to WSCC, supported by the Change.org survey data from the
    survey created by the community
  • CCC invite representatives of WSCC to address the next meeting of the Planning and Conservation Committee on the subject of a safe crossing at the junction of Norwich Road and Sherbourne Road on St Paul’s Road, to outline their proposals in more detail and establish a better dialogue and understand the issues involved.
  • CCC Explore the potential of contributing some of our Community Infrastructure Levy funds in principle to help
    expedite the works, and to refer the issue to the Finance Committee.

COUNCIL2025/11 – STATUTORY POLICY REVIEWS

Pursuant to Chichester City Council Standing Orders Appendix 1:
Statutory Review Schedule, to receive recommendations on the current Committee Terms of Reference and Delegation Arrangements and any proposed changes from the relevant standing committees.

To note the report recommending changes to the Terms of Reference and Scheme of delegation for the Community Affairs Committee, Planning and Conservation Committee and Personnel Sub-Committee.

COUNCIL2025/18. COMMON SEAL

The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.

However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.

It is requested that discretion is exercised and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made.
