To approve and sign as a correct record the minutes of the Meeting of Council held on the 29 June 2022 (pages 33 to 43), the Extraordinary Meeting of Council held on the 5 July 2022 (pages 44 and 45) and the Special Meeting of Council held on the 5 September 2022 (pages 61 and 62).

To consider the following recommendation:

i) Minute 71 refers – Traffic issues and congestion on Barnfield Drive and Bradshaw Road

It was RECOMMENDED that Chichester City Council formally request West Sussex County Council (WSCC) to implement a community Traffic Regulation Order (TRO) preventing HGVs of 7.5 tons or more, except for access, from (a) using Barnfield Drive between its junction with Palmers Field Avenue and the junction with Kingsmead Avenue and (b) using Bradshaw Road between its junction with Barnfield Drive and the junction with Swanfield Drive.

b) Community Affairs Committee

To consider the following recommendation:

i) Minute 31 refers – Speyer twinning

After a short discussion, it was proposed, seconded and RESOLVED TO RECOMMEND to Council on 28 September 2022 to formally twin with Speyer, Germany.

This recommendation to be formally discussed under agenda item 9

To consider the following recommendations:

i) Minute 37 refers – resignation of the Property Manager

After a short further discussion, it was RECOMMENDED to Council on 28 September 2022 that the identified Property Maintenance Officer ‘act up’ in the role of Property Manager for an initial period of six months, with the situation being monitored by the Town Clerk and Deputy Town Clerk.

ii) Minute 38 refers – Council House Boiler replacement

The Property Manager summarised the details of the quotes and it was then agreed to RECOMMEND to Council on the 28 September 2022 that an order be placed with Saunders Specialised Services Ltd for the replacement of the boilers in the amount of £27,918.00 to be paid from the City Council’s CIL allocation.

iii) Minute 43 refers – Energy efficiency schemes

It was RECOMMENDED to Council on 28 September 2022 that the City Council amend the CIL Infrastructure Plan to include an allocation of £200,000 for energy efficiency schemes at the Council House.

iv) Minute 50 refers – Speyer twinning

RECOMMENDED to Council on 28 September 2022 that a formal twinning link with Speyer, Germany be established, and that Speyer City Council be so advised.

This recommendation to be formally discussed under agenda item 9

v) Minute 53 refers – Chichester warm network and staffing implications

The Committee agreed and it was RECOMMENDED to Council on 28 September 2022 that maternity cover be sought for the Committee and Community Officer post.

7. BUSINESS PLAN WORKING GROUP

To note the minutes of the Business Plan Working Group meeting held on 30 August 2022 (included with this agenda after the minutes of the Committees).

Councillor Gershater to give a summary presentation of the matters discussed at the meeting.

8. KURSK FRIENDSHIP LINK

Council minute 80 (21 March 2022) refers:

It was proposed, seconded and RESOLVED to put the friendship link with Kursk in to abeyance for a period of six months with the situation being reviewed at that time.

To review the Council decision to put the Kursk friendship link in abeyance and amend the decision to state that the friendship link be put in to abeyance “until further notice”.

9. SPEYER TWINNING LINK

Further to recommendations from the Community Affairs Committee meeting (5 September 2022, minute 31 refers) and the Finance Committee meeting (13 September 2022, minute 50 refers), to discuss a formal twinning agreement with Speyer, Germany.

Members should note that Speyer City Council voted unanimously in favour of pursuing a twinning link with Chichester at their meeting on Thursday 22 September 2022.

10. CASUAL COUNCILLOR VACANCY

Subject to the outcome of the casual vacancy advertisement (at time of writing awaiting confirmation from Chichester District Council), to consider the Town Clerk’s report (copy to be supplied if appropriate) and note the next steps.

11. REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

To receive reports, if any, from City Council representatives on Outside Bodies (reports attached if available).

12. WARD REPORTS FROM CHICHESTER CITY COUNCILLORS

To receive reports, if any, from City Councillors about matters affecting their wards (reports attached if available).

13. REPORTS FROM CHICHESTER DISTRICT AND WEST SUSSEX COUNTY COUNCIL’S WARD MEMBERS

To receive reports from Chichester division members of West Sussex County Council and from Chichester ward members of Chichester District Council, if they consider it to be appropriate (reports attached if available).

14. QUESTIONS

To answer questions (if any) from members of Council pursuant to Standing Order 8.

15. COMMON SEAL

The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.

However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.

It is requested that discretion is exercised and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made.
