To consider the following RECOMMENDATIONS:

(i) Minute 8 refers – Statement of Accounts 2020/2021

It was RECOMMENDED to Full Council on Wednesday 23 June 2021 that the Statement of Accounts 2020/2021 be approved and signed by the Mayor and the RFO.

(ii) Minute 10 refers – Annual Governance Statement (Part 1 of the Annual Return)

It was RECOMMENDED to Full Council on Wednesday 23 June 2021 that the Annual Governance Statement (Part 1 of the Annual Return) be approved and signed by the Mayor and the RFO.

(iii) Minute 11 refers – Account Statements (Part 2 of the Annual Return)

It was RECOMMENDED to Full Council on Wednesday 23 June 2021 that the Accounting Statements (Part 2 of the Annual Return 2021/2021) be approved and signed by the Mayor and the RFO.

(iv) Minute 12 refers – Internal Control Policy

It was RECOMMENDED to Full Council on Wednesday 23 June 2021 that the amended Internal Control Policy be adopted and signed by the Mayor and the RFO.

(v) Minute 13 refers – Internal Audit

It was RECOMMENDED to Full Council on Wednesday 23 June 2021 that the Internal Audit plan for the financial year 2021/2022 be approved.

(vi) Minute 18 refers – Over the Rainbow funding

It was RECOMMENDED to Full Council on Wednesday 23 June 2021 that the Grant application from Over the Rainbow be approved in the sum of £2,000 to be funded from the Discretionary Grants budget.

(vii) Minute 22 refers – Chichester BID Ranger funding – 2021/22 and beyond

It was RECOMMENDED to Full Council on 23 June 2021 that the City Council respond to the Chichester BID requests as follows:

• Defer giving provisional commitment until later in the year after the BID re-election results were known and BID’s future for 2022/27 was secured.

Refers to the City Council giving provisional commitment to supporting the BID Rangers in the next term of the BID, assuming they carry on after the elections

• Approve the increase in the BID Ranger funding for the current financial year only, ending on 31 March 2022. This increase of £3,770 to be funded from the Public Realm budget as per the rest of the Ranger funding.

11. REVIEW OF REMOTE MEETING ARRANGEMENTS AND COMMITTEE STRUCTURE

(a) Further to Standing Order 11 (Rescission of previous Resolutions) to waive the Resolution made at Council on 5 May 2021 (Minute 78 refers)

(b) To review the Resolution made at the Council meeting held on 5 May 2021 (minute 78 refers), that all Committees and Sub-Committees be converted to Working Groups to permit the continued use of Zoom meetings to transact their business and to rescind that resolution OR approve continued use of Working Groups.

12. COMMON SEAL

The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.

However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.

It is requested that discretion is exercised and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made.
