1. APOLOGIES FOR ABSENCE

To receive and approve apologies and reasons for absence from members of the Committee.

2. DECLARATIONS OF INTEREST BY MEMBERS OF THE COMMITTEE IN MATTERS ON THE AGENDA FOR THIS MEETING

3. MINUTES OF THE PLANNING AND CONSERVATION COMMITTEE MEETING HELD ON 28 MARCH 2024

To approve and sign as a correct record the minutes of the Planning and Conservation Committee meeting held on 28 March 2024.

4. UPDATES ON ACTIONS FROM THE PREVIOUS MEETING NOT COVERED ELSEWHERE ON THE AGENDA

a) Clerk to invite Simon Ballard at CDC to attend a P&C Meeting.

5. NEIGHBOURHOOD PLAN UPDATE

a) To consider the update report received from the Neighbourhood Plan Steering Group on 28 March 2024 (report attached)

b) To consider the report prepared by Councillor McHale on the ongoing delivery of the Neighbourhood Plan (report to follow).

6. LISTED BUILDING CONSENT APPLICATIONS FOR THE COUNCIL HOUSE

To advise members that the following planning applications have been submitted on behalf of the City Council.

  • 24/00534/LBC – Additional Solar Panels on south side of roofs above Chambers and Assembly Room
  • 24/00537/LBC – Secondary Glazing all windows of The Council House
  • XX/XXXX/LBC – Replacement Rear Gate from Courtyard to Car Park to meet Fire Regulations for Fire exit route.

7. BHESCo ZERO-CARBON FUTURE FOR CHICHESTER

Town Clerk to report on documents received from Brighton and Hove Energy Services Co-Operative Ltd (document attached)

8. CARBON NEUTRALITY WORKING GROUP

To form a Working Group to review the City Council’s progress toward 2030 net zero target (further to the City Council’s declaration of a climate emergency and stated aim of being carbon neutral by 2030 – Meeting of the City Council, 19 June 2019, minute 17 refers).

9. APPLICATIONS FOR PLANNING PERMISSION

Planning Adviser to report (report attached)

10. UPDATE ON WSCC PAVEMENTS PROJECT

The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.

However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.

It is requested that discretion is exercised and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made
