BUSINESS PLAN SUB-COMMITTEE

Minutes

Date: Wednesday 28 May 2025

Time: 10.00am to 11.38am

Location: Council Chamber, The Council House • North Street • Chichester • West Sussex • PO19 1LQ

PRESENT: Councillors Loxton (SL), Miall (RMi), Quail (SQ) C. Gershater (CG), Chant (RC), Squire (KS)

ALSO IN ATTENDANCE: Councillor McHale (SMH). Deputy Town Clerk (DTC), Project Manager (PM), Communications, Civic and Council Support Officer (CCCSO).

68. APOLOGIES FOR ABSENCE

69. DECLARATIONS OF INTEREST BY MEMBERS OF THE SUB-COMMITTEE IN MATTERS ON THE AGENDA FOR THIS MEETING

RC announced their appointment as a trustee of the Festival Theatre.

70. MINUTES OF THE BUSINESS PLAN SUB-COMMITTEE MEETING HELD ON 25 MARCH 2025

The sub-committee APPROVED the minutes of the Business Plan Sub-Committee meeting held on 25 March 2025 which were signed as a correct record of the meeting.

71. UPDATES ON ACTIONS ARISING FROM THE LAST MEETING

a. Minute 59 refers – Prepare a report on 20mph zones in the City for Councillors.

Report will be prepared for next meeting.

b. Minute 59 refers – Contact residents’ associations for interest in 20mph zones in the City Centre.

Currently in progress, a report will be presented with responses at the next meeting.

c. Minute 59 refers – Contact Chichester Festival Theatre about Nest Signage.

Festival Theatre has been contacted regarding an update to their signage. The process is underway, and a plaque will be installed acknowledging that the City Council has contributed to funding of the building.

d. Minute 60 refers – Present report on the findings from the Community Space in the South of City consultation.

To be discussed under minute 73.

e. Minute 61 refers – Update the Project Management Framework using comments from Sub-Committee.

A link to the intranet will be shared, allowing councillors to view projects, including the Project Management Framework. A Gantt Chart will be used for larger projects, particularly for the Community Space in the South of the City.

f. Minute 62 refers – Split Street Lighting Projects, to allow one to be processed.

To be discussed under minute 74.

g. Minute 63 refers – Split Performance Stage Project, so that upgrades can be made for The Council House.

The Project Manager will provide an update at the next Business Plan Committee Meeting.

72. UPDATE ON CITY COUNCIL BUSINESS PLAN PROGRESS TO DATE

The Chair provided the committee with a table outlining the progress of various projects.

The Communications Working Group is actively working on improving communication with residents. RC emphasised the importance of better communicating grant funding initiatives and sharing stories from community groups we collaborate with.

An update on the progress of the Business Plan needs to be published, as was originally agreed.

Monday.com and the Intranet will be used to provide more accurate, real-time updates on project statuses. Larger initiatives, such as environmental monitoring, need to be broken down into sub-projects to ensure they remain manageable and effectively
trackable.

73. COMMUNITY SPACE IN THE SOUTH OF THE CITY

PM will distribute a report to group members, which will be reviewed and discussed at the next meeting.

74. STREETLIGHTING PROJECT

PM reported that lighting bollards are scheduled for installation at the Ox Market during the third week of June, while the Cycle Path beside Litten Gardens will be completed in the second week of June. PM will seek feedback from residents regarding these projects.

College Lane has been identified as a potential site for the next improvement

75. WAYFINDING AND SIGNAGE IN CHICHESTER

PM reported that the E-Ink signage is expected to arrive in the last week of June and will be installed and operational by the end of July.

PM will circulate the display designs to the committee via email.

The “What’s On” feed may experience delays due to integration issues related to the transfer of information from the Chichester Living website.
