COMMUNITY AFFAIRS COMMITTEE

Minutes

Date: 2 October 2023

PRESENT: Councillor Apel (Chairman), Councillor Loxton (Vice-Chairman) and Councillors Chant, J Gershater, Knight, Kondabeka and Squire

EX-OFFICIO: Councillor Butler (Chairman of Planning & Conservation), Councillor Scicluna (Chairman of Finance)

ALSO IN ATTENDANCE: Councillor McHale, the Town Clerk, Deputy Town Clerk, Council Services and Support Manager, Civic and Council Support Officer

IN ATTENDANCE VIA ZOOM: The Mayor, Councillor C Gershater

34. APOLOGIES FOR ABSENCE

RESOLVED to accept and approve apologies and reasons for absence from the meeting from Councillors Corfield, J Gershater and Hitchman.

35. DECLARATIONS OF INTEREST BY MEMBERS OF THE COMMITTEE IN MATTERS ON THE AGENDA FOR THIS MEETING

Councillor McHale declared an interest in Kingsham Area Action Group due to his work with them on their activities.

Councillor Kondabeka declared an interest in Think18.

Councillor Squire declared an interest in all items under agenda item 6a and left the meeting.

36. PUBLIC BODIES (ADMISSION TO MEETINGS ACT) 1960

RESOLVED that the public and press be excluded from the meeting because of the confidential nature of the business to be transacted namely financial and business affairs of third parties.

37. CONSIDERATION OF DISCRETIONARY GRANT APPLICATIONS 2023/2024

The Discretionary Grant Budget for 2023/2024 is as follows:

Discretionary Grant Budget for 2023/2024: £35,000

Carried forward budget: £5,886

Total Discretionary Grant budget for 2023/2024: £40,886

Total Grants awarded to date: £31,432

Remaining Grants budget 2023/2024: £8,954

Consideration of smaller grant applications:

i) Chichester Symphony Orchestra

It was RESOLVED that a Grant of £500 be awarded to Chichester Symphony Orchestra to support ticket pricing of and wider family attendance at, their forthcoming concert.

ii) Kingsham Area Action Group

It was RESOLVED that a Grant of £500 be awarded to Kingsham Area Action Group to ongoing activities in the current financial year.

iii) Terry’s Place

It was RESOLVED that a Grant of £500 be awarded to Terry’s Place to support activities and events for visitors to the centre.

iv) St Barnabas Hospices (Chestnut Tree House)

It was RESOLVED that a Grant of £500 be awarded to St Barnabas Hospices (Chestnut Tree House) for the purchase of a resonance beanbag and amplifier for music therapy use with children and young people.

v) Rotary Club of Chichester

It was RESOLVED that no Grant be made to the Rotary Club of Chichester on this occasion.

vi) West Walls Residents Association

It was RESOLVED that a Grant of £500 be awarded to West Walls Residents Association for the ongoing maintenance and development of the Garden of Remembrance in West Street.

vii) THINK18

It was RESOLVED that a Grant of £500 be awarded to THINK18 to support the ThinkVoice initiative where young adults with moderate to severe learning disabilities to represent their communities in monthly committee meetings.

viii) Chichester Open Studios

It was RESOLVED that a Grant of £500 be awarded to Chichester Open Studios to support four bursaries for emerging artists to enter the Chichester Art Trail.

Councillor Scicluna asked to attend the selection committee as offered in the Grant application.

ix) Roussillon Park Residents Association (RPRA)

It was RESOLVED that a Grant of £500 be awarded to Roussillon Park Residents Association as a contribution towards the installation of a safety barrier in Donegall Avenue in the vicinity of the community hall.

Members agreed that the funds should only be released once evidence was provided that the additional project funds required had been raised and the necessary West Sussex County Highways licences were in place.

Members further agreed that the funds would be set aside for a maximum of two years from the meeting date to allow the conditions to be met.

x) Chichester Tree Wardens

It was RESOLVED that a Grant of £290.10 be awarded to Chichester Tree Wardens for the updating and printing of the new Chichester Tree Trail.

Total Grants awarded: £4,290.10

Total Grants awarded to date: £35,772.10

Remaining Grant budget for 2023/2024: £5,113.90
