MINUTES OF THE PROCEEDINGS OF THE MEETING OF COUNCIL-IN-COMMITTEE HELD IN THE COUNCIL CHAMBER, THE COUNCIL HOUSE, NORTH STREET, CHICHESTER ON WEDNESDAY 9 MARCH 2022 AT 2.00PM

71. APOLOGIES AND RECORD OF ABSENCE

Apologies with supporting reasons were received from Councillors Carter and Lishman.

72. SELECTION OF MAYOR (CHAIRMAN OF THE COUNCIL) 2022/2023

The Mayor for the council year 2021/2022 called for nominations for Mayor for the council year 2022/2023.

Councillor Gershater proposed Councillor Joy. This was seconded by Councillor Corfield.

Councillor Bell proposed Councillor Barrie. This was seconded by Councillor Dignum.

The Town Clerk explained that the normal voting process would be by show of hands. He also explained that, subject to a request by two Councillors, a secret ballot could be held.

Councillors Bell and Dignum requested a secret ballot.

The ballot papers were distributed and collected by the Deputy Town Clerk and the Member Services Support Officer.

Prior to the opening of the ballot box, Councillor Bell asked for clarification of what would happen after the decisions had been made at the Council-in-Committee meeting. He also pointed out that neither proposer had had the opportunity to put forward supporting arguments for their nominations.

The Town Clerk clarified that the purpose of the Council-in-Committee meeting was to confirm the selections in advance of the Annual Meeting of Council in May and ensure that the process at the May meeting ran smoothly.

He then suggested that the proposers for each nomination were given an opportunity to make their supporting arguments, after which the ballot could be rerun.

Councillors Gershater and Bell each gave citations in support of their proposed candidates.

Members debated rerunning the ballot.

The Mayor, as Chairman of the Council, considered the arguments being made and subsequently directed that the ballot for the Mayor for the council year 2022/2023 should be rerun.

The Deputy Town Clerk and Member Services Support Officer distributed and collected the ballot papers and undertook the count.

The results were declared as:

  • Councillor Julian Joy – 10 votes
  • Councillor Heather Barrie – 6 votes

It was therefore RESOLVED that the Mayor of Chichester for the council year 2022/2023 would be Councillor Julian Joy.

73. SELECTION OF DEPUTY MAYOR (VICE-CHAIRMAN OF THE COUNCIL) 2022/2023

The Mayor for the council year 2021/2022 called for nominations for Deputy Mayor for the council year 2022/2023.

Councillor Corfield proposed Councillor Plowman. This was seconded by Councillor Cherry Hughes.

Councillor Bell proposed Councillor Barrie. This was seconded by Councillor Dignum.

Councillors Corfield and Bell gave citations in support of their proposed candidates.

The Deputy Town Clerk and Member Services Support Officer distributed and collected the ballot papers and undertook the count.

The results were declared as:

  • Councillor Richard Plowman – 10 votes
  • Councillor Heather Barrie – 6 votes

It was therefore RESOLVED that the Deputy Mayor of Chichester for the council year 2022/2023 would be Councillor Richard Plowman.

74. SELECTION OF BAILIFF 2022/2023

It was proposed, seconded and RESOLVED that Councillor Gershater be Bailiff of the City for 2022/2023.

75. SELECTION OF STANDING COMMITTEES 2022/2023

Councillor Scicluna advised that she had sought memberships for the Standing Committees from Councillors.

It was there proposed, seconded and RESOLVED that the membership of the Standing Committee

a) Community Affairs Committee

Councillors: Apel, Carter, Gershater, C Hughes, Lishman, Sharp

Ex-Officio: The Mayor (Councillor Joy), Deputy Mayor (Councillor Plowman), Chairman of Finance Committee, Chairman of Planning and Conservation Committee

b) Planning and Conservation Committee

Councillors: Corfield, Gaskin, Gershater, Quail

Ex-Officio: The Mayor (Councillor Joy), Deputy Mayor (Councillor Plowman), Chairman of Community Affairs Committee, Chairman of Finance Committee

c) Finance Committee

Councillors: Barrie, Dignum, Harry, J Hughes, K Hughes, Scicluna

Ex-Officio: The Mayor (Councillor Joy), Deputy Mayor (Councillor Plowman), Chairman of Community Affairs Committee, Chairman of Planning and Conservation Committee

76. SELECTION OF SUB-COMMITTEES 2022/2023

It was RESOLVED that the following memberships be agreed at the first meeting of the respective parent Standing Committee:

a) Reporting to Finance Committee

    • CIL Sub-Committee
    • Personnel Sub-Committee
    • Property Sub-Committee

b) Reporting to Planning and Conservation Committee

    • Neighbourhood Plan Steering Committee
