FINANCE COMMITTEE

PRESENT: Councillors Miall, Loxton, Pramas

IN ATTENDANCE VIA TEAMS: The Mayor, Councillor McHale

IN ATTENDANCE: Town Clerk, Council Services and Support Manager, Property Maintenance Manager.

FIN2026/114 APOLOGIES FOR ABSENCE

Committee noted apologies from Councillors Dominick, Quail and Scicluna.

FIN2026/115 DECLARATIONS OF INTEREST

There were none.

FIN2026/116 MINUTES OF THE PREVIOUS MEETING

The Committee APPROVED and the Chairman signed as a correct record the minutes of the ordinary committee meeting held on the 18 March 2026.

FIN2026/117 UPDATE ON ACTIONS FROM PREVIOUS MEETING

Committee noted the updates as included in the agenda.

FIN2026/118 FLORENCE PARK SEA CADET AND COMMUNITY CENTRE – PROCUREMENT ROUTE APPRAISAL AND SELECTION

The Committee considered the Project Manager’s report, summarised by the Town Clerk, and the various routes that could be used for procurement.

Decision:

The Committee RESOLVED to proceed via Option 1 – Open Procedure via Find a Tender under the Procurement Act 2023 – as the procurement route for the appointment of a professional services team for the Florence Park Community Centre project. Authority to issue the final tender documents to be delegated to the Town Clerk following consultation with the Chairman of Finance Committee and members of the Community Centre Working Group and incorporating the advice received from Kennall Consulting (our procurement advisors).

Decision:

The Committee RESOLVED to approve the release of funds up to £150,000 for the delivery of the next project stages (detailed design and planning, to completion of RIBA Stage 4). This figure represents 50% of the anticipated professional services fees including contingency, with the additional costs to be met by the Sea Cadets.

Tender assessment update – Councillors Pramas, McHale and Miall agreed to volunteer to assess the procurement tender process in conjunction with the Sea Cadets
