MINUTES OF THE PROCEEDINGS OF THE SPECIAL MEETING OF
THE COUNCIL OF THE CITY OF CHICHESTER HELD IN THE COUNCIL CHAMBER, THE COUNCIL HOUSE, NORTH STREET, CHICHESTER ON WEDNESDAY 3 JULY 2019 AT 5.00PM

PRESENT:

  • The Mayor (Councillor Plowman), The Deputy Mayor (Councillor J Hughes), Councillors Barrie, Bell, Bowden, Carter, Dignum, Gaskin, Gershater, Harry, C Hughes, K Hughes, Lishman, Norrell, Scicluna, Sharp

The Mayor reminded members of the date of Saturday 13 July 2019 at 12noon for the Freedom of the City of Chichester Ceremony for Anthony John French and that Councillors should reply to their invitation as soon as possible to assist with the arrangements.

24. NEW HOMES BONUS APPLICATIONS 2019

The Mayor asked for members to declare any Interests prior to the meeting.

The Mayor declared a Prejudicial Interest in the Dears Almshouse Trust and would leave the room during the discussions on this application.

Councillor Lishman declared a Personal Interest in the Oxmarket Gallery as the City Council’s representative on this outside body.

Councillor Bell, as a Director of the Oxmarket Gallery, declared a Personal Interest and advised that he would take no part in the discussion or vote on this application.

Councillor Dignum declared a Personal Interest as his spouse was a member of the Chichester Community Development Trust.

Councillor Barrie declared a Personal Interest, as a supplier of goods, to the Chichester Rugby Club.

Representatives of the following organisations gave a 10 minute presentation on their New Homes Bonus Application and answered members’ questions:

(i) Oxmarket Gallery
(ii) St Paul’s Church
(iii) Chichester Rugby Club
(iv) The Dears Almshouse Trust
(v) Chichester & Selsey Sea Cadets
(vi) Chichester Community Development Trust

25. PUBLIC BODIES (ADMISSION TO MEETINGS ACT) 1960

It was proposed, seconded and RESOLVED that the public and press be excluded from this meeting because of the confidential nature of the business to be transacted namely financial and business affairs of third parties

26. DETERMINATION OF NEW HOMES BONUS APPLICATIONS 2019

Chichester City Council’s New Homes Bonus allocation for 2019 was £57,578.50; the applications submitted totalled £82,420.00

Members considered the applications and considered them all to be worthy of support, it was therefore proposed, seconded and RESOLVED that some of the applications be reduced this would give a total submission of New Homes Bonus Applications 2019 of £56,750.00 (£828.50 under the City Council’s allocation).

(i) Oxmarket Gallery – improvements to mezzanine floor area of the John Rank Gallery

This project was supported by the City Council £7,000.00

(ii) St Paul’s Church – Double glazing Parish Centre door and windows

This project was supported by the City Council £15,000.00

(iii) Chichester Rugby Club

This project was supported by the City Council £5,000.00

(iv) The Dears Almshouse Trust – Environmental Enhancements to Riverside Cottages

The Mayor left the meeting when discussions on this application took place.

This project was supported by the City Council £15,000.00

The support was given with the caveat that photovoltaic panels should be a consideration to any environmental enhancements.

(v) Chichester & Selsey Sea Cadets -Initial Seed Funding for new Headquarters

This project was supported by the City Council £9,750.00

(vi) Chichester Community Development Trust – The Lodge, Keepers Green nursery garden and defibrillators

This project was supported by the City Council £5,000.00

The New Homes Bonus applications supported by the City Council in the sum of £56,750.00 would be firmed-up and with guidance from City Council Officers, would ensure all applications submitted are complete with the required information. Applications would be submitted to Chichester District Council by Wednesday 31 July 2019.

The meeting closed at 7.55pm.
