MINUTES OF THE PROCEEDINGS OF THE VIRTUAL SPECIAL MEETING OF
THE COUNCIL OF THE CITY OF CHICHESTER HELD ON WEDNESDAY 8 JULY 2020 AT 2.00PM

15. NEW HOMES BONUS APPLICATIONS 2019
The Mayor asked for members to declare any Interests prior to the meeting.
Councillor Dignum, as a Trustee of the Chichester Community Development Trust, declared a Personal Interest.
Councillor Bell, as a Director of the Friends of Centurion Way, declared a Personal Interest.
Councillor Sharp, as a member of the Chichester and District Cycle Forum declared a Personal Interest.
The Town Clerk, as Proper Officer, had considered and granted dispensations to all Councillors present to speak and vote on the two applications submitted by the City Council.
Representatives of the following organisations gave a 10-minute presentation on their New Homes Bonus Application and answered members’ questions:
(i) Chichester Community Development Trust
(ii) St Paul’s Church
(iii) Cycling Without Age, Chichester
(iii) The Council House Portico
(iv) The Council House Roofing Project
(v) Centurion Way Sculpture
16. TO AGREE EXTENSION TO THE NEW PARK CENTRE PREVIOUSLY AGREED SCHEME (NHB 17/18) – FOR INFORMATION
The Deputy Town Clerk explained that due to the Covid-19 Pandemic that the roof repairs to the Old Dojo at the New Park Centre had been delayed until 30 July 2020 and would run for 4-6 weeks. It had therefore been requested that an extension to the previously agreed New Homes Bonus Scheme 17/18 be supported.
It was therefore proposed, seconded, put to the vote and RESOLVED that an extension to the New Homes Bonus Scheme for the New Park Centre be given until January 2021, subject to approval by Chichester District Council.
17. PUBLIC BODIES (ADMISSION TO MEETINGS ACT) 1960
It was proposed, seconded and RESOLVED that the public and press be excluded from this meeting because of the confidential nature of the business to be transacted namely financial and business affairs of third parties
18. DETERMINATION OF NEW HOMES BONUS APPLICATIONS 2019
Chichester City Council’s New Homes Bonus allocation for 2020 was: £49,549.64 the applications submitted totalled: £68,006.02.
Members considered the applications and considered them all to be worthy of support, it was therefore proposed, seconded and RESOLVED that some of the applications be reduced this would give a total submission of New Homes Bonus Applications 2020 of £49,549.64
(i) Chichester Community Development Trust
Havenstoke Park Pavilion – Mind Body Wellness Furniture – equipment
This project was supported by the City Council £5,000.00
(ii) St Paul’s Church
Kitchen installation and equipment
This project was supported by the City Council £15,000.00
iii) Cycling Without Age, Chichester
Purchase of Triobike and 1st year’s Insurance
This project was supported by the City Council £7,965.13
(iv) The Council House Portico Design, Planning and Building Regulations application for glazing the portico
This project was supported by the City Council £6,000.00
(v) The Council House, Roofing Project
Emergency roofing works
This project was supported by the City Council £15,584.51
(vi) Friends of Centurion Way Sculpture
Repairs to the archway
After some discussion on this application, members were supportive of the restoration of the sculpture but at this early stage thought that more clarification was needed and perhaps this would be better suited to another form of funding. It was noted that the applicants were seeking support for the sculpture to be a project carried out by the BBC’s television programme ‘The Repair Shop’.
It was suggested that a Discretionary Grant could be applied for.
The Deputy Town Clerk advised that this could be a Public Realm project and that the applicants could consider these options, if necessary, once the result of their approach to ‘The Repair Shop’ was known.
The New Homes Bonus applications supported by the City Council in the sum of £49,549.64 would be firmed-up and with guidance from City Council Officers, would ensure all applications submitted are complete with the required information.
Applications would be submitted to Chichester District Council by Friday 31 July 2020.
