PEOPLE MANAGEMENT SUB-COMMITTEE

MINUTES

Date: 27 March 2026

Time: 3.30pm to 3.52pm

Location: The Council Chamber – The Council House • North Street • CHICHESTER • West Sussex • PO19 1LQ

PRESENT: Cllrs Pramas, J Gershater

ALSO IN ATTENDANCE: Town Clerk. Mr James Corrigan – CHRGS – City Council HR consultant (via Teams)

PMSC2026/70 APOLOGIES FOR ABSENCE

Apologies had been received from Cllr Kondabeka.

Cllr Scicluna was absent.

PMSC2026/71 DECLARATIONS OF INTEREST

There were none

PMSC2026/72 MINUTES OF THE PREVIOUS MEETING

The Sub-Committee APPROVED and signed as a correct record the minutes of the ordinary committee meeting held on the 19 January 2026.

PMSC2026/73 UPDATE ON ACTIONS FROM PREVIOUS MEETING

The Sub-Committee noted that these had been completed. The workshop had been scheduled for 14th April.

PMSC2026/74 PEOPLE STRATEGY WORKSHOP

The Sub-Committee AGREED that workshop would be moved back to the 21st April and will be held from 1.30pm to 4.30pm in the Old Court Room.

The Sub-Committee further AGREED that James Corrigan would be the facilitator.

Following a discussion, it was AGREED that workshops would cover the following areas:

  • What we want to be like as an employer
  • How we want staff to feel
  • How we make people feel welcome and included.

This would include consideration of items such as how we deliver the business plan, attitudes and behaviours, goals and performance measures, inclusion, welcoming new colleagues, understanding our culture and norms, teamworking and collaboration.

A follow up session will be held within 3 months to move things forward.

Action: Arrange a meeting with James Corrigan for 2/4/26 to discuss workshop planning.

PMSC2026/76 DATE OF NEXT MEETING

Date of next ordinary meeting: 11 May 2026

PMSC2026/77 PUBLIC SECTOR BODIES (ADMISSION TO MEETINGS) ACT 1960

The Sub-Committee RESOLVED that the public and press be excluded from the meeting due to the confidential nature of the business to be transacted, namely confidential staffing matters.

PMSC2026/78 STAFFING MATTERS

The committee noted the verbal update from the Clerk and considered the report from CHRGS regarding salary gradings for the new and amended posts and RESOLVED to accept the recommendations subject to making no changes to the grading for the Communications Officer.
