MINUTES OF THE PLANNING AND CONSERVATION COMMITTEE MEETING HELD ON WEDNESDAY 19 SEPTEMBER 2018 AT 5.30PM

52. MINUTES

RESOLVED that the Minutes of the meeting held on 22 August 2018 having been printed and circulated were signed by the Chairman as a correct record.

53. DECLARATIONS OF INTEREST BY MEMBERS OF THE COMMITTEE IN MATTERS ON THE AGENDA FOR THIS MEETING

Councillors Dempster, Galloway, Kilby and Plowman as a member of Chichester District Council, declared Personal Interests.

Councillor Plowman as a member of the Chichester Conservation Area Advisory Committee declared a Personal Interest.

54. PLANNING CONTRAVENTIONS

There were no planning contravention updates to report. 

55. APPLICATIONS FOR PLANNING PERMISSION

There were no planning applications to report.

56. NATIONAL PLANNING POLICY FRAMEWORK UPDATE

The Planning Adviser reported on the main changes to the NPPF which will affect the City Council, including the Housing Delivery Test, density targets in town and city centres, and policies on Primary and Secondary Shopping Frontage.

RESOLVED to note the current situation.

57. HOUSING AND ECONOMIC LAND AVAILABILITY ASSESSMENT 2018

The Planning Adviser reported on the recently published update to the HELAA (August 2018).  This is a ‘living document’, designed to be frequently updated, identifying areas which have potential for housing or employment related development. Sites identified as part of the Southern Gateway redevelopment are not included within the HELAA.  

RESOLVED to note the current situation.

58. NOTIFICATION OF PLANNING APPEALS

(i) CC/17/03126/FUL

Replacement Windows and Doors

RESOLVED to note that the Appeal had been dismissed by the Planning Inspectorate. 

59. ITEMS TO BE INCLUDED ON AGENDA FOR NEXT MEETING

  • Whitehouse Farm – general update on progress towards delivery
  • Local List – suggested as an ongoing item so that properties on the list can be reviewed and others added to it on a case-by-case basis.
