PLANNING AND CONSERVATION COMMITTEE

89. APOLOGIES FOR ABSENCE

Apologies for absence had been received from Councillors Hitchman (GH) and The Mayor, Councillor Quail (SQ)

90. DECLARATIONS OF INTEREST BY MEMBERS OF THE COMMITTEE IN MATTERS ON THE AGENDA FOR THIS MEETING

None were declared.

91. MINUTES OF THE PLANNING AND CONSERVATION COMMITTEE MEETING HELD ON 7 NOVEMBER 2024

Committee APPROVED and signed the minutes as a correct record the minutes of the Planning and Conservation Committee meeting held on 7 November 2024.

92. STREET TRADING CONSENT APPLICATION

The Committee had no comments regarding the Vegan Market Company (Earth Events Ltd) street trading application for Chichester Vegan Market, on the dates of 26/01/25 & 21/09/25 and noted that the previous events had been well received.

93. UPDATES ON ACTIONS FROM THE PREVIOUS MEETING

The Committee NOTED that the completion of the following actions:

Minute 84 – PA to Submit comments from Committee for Traffic Regulation Order – Orchard Gardens

94. APPLICATIONS FOR PLANNING PERMISSION

CC/24/02315/FUL – Chichester Gate Leisure Car Park Chichester Gate Chichester West Sussex
Installation of 7 no. electric vehicle charging stations including erection of associated equipment 1 no. substation and 1 no. feeder pillar.

The PA submitted the following comments on behalf of the Committee:
Chichester City Council supports this application in principle, as it would provide infrastructure for low emission electric vehicles.

• The loss of parking should be minimised to avoid an increase in overflow traffic parking in surrounding roads at peak times.
• Moving the feeder pillar slightly south onto the small verge would enable the retention of an additional parking space.
• Both the substation and feeder pillar feature access doors on their north elevation which appear to conflict with the use of the adjacent parking spaces. Re-orienting them such that the doors open to the south would resolve this.
• The feeder pillar and substation feature large blank surfaces which may encourage graffiti. Consideration may be given to using these surfaces to display information or images related to electric vehicle charging or related issues, or as an advertising board for the surrounding businesses, particularly the hotel and fast-food restaurant to the south, the visibility of which would be slightly obscured by this development from some parts of the car park. Alternatively, consideration may be given to re-siting them in a less visible position along the western boundary of the car park, to the west of the underground point of connection, indicated on the proposed plans. This would enable the creation of additional parking spaces in the area where the substation was to be positioned, further offsetting the loss.

96. OVING PARISH COUNCIL

The Committee NOTED the document and observed that they had no comments at this stage.

97. ENFORCEMENT MATTERS

The Committee NOTED that the following new enforcement notice had been issued:

2 Velyn Avenue, Chichester, PO19 7UP. For erecting an outbuilding in the approximate position shown on the Plan.
The outbuilding requires planning permission as it is forward of the dwelling. It harms visual amenity and the character and appearance of the Conservation Area.

99. ITEMS TO BE INCLUDED ON THE NEXT AGENDA

The committee DELEGATED authority of planning applications until the next meeting on Thursday January 30th 2025.

100. DATE OF NEXT ORDINARY MEETING

PLANNING AND CONSERVATION COMMITTEE MEETING – 2 JANUARY 2025
To cancel the planned 2 January 2025 Committee meeting due to time constraints for publishing the agenda and to delegate authority to the Planning Adviser to respond to planning applications on behalf of the City Council for this period.
