RESOLVED that the Minutes of the meeting held on 9 January 2019 having been printed and circulated were signed by the Vice-Chairman as a correct record.
109. DECLARATIONS OF INTEREST BY MEMBERS OF THE COMMITTEE IN MATTERS ON THE AGENDA FOR THIS MEETING
Councillor Plowman as a member of Chichester District Council and as a member of the Chichester Conservation Area Advisory Committee declared a Personal Interest
110. MATTERS ARISING FROM THE PREVIOUS MINUTES
It was noted that any matters arising from the previous minutes were included on the Agenda.

112. APPLICATIONS FOR PLANNING PERMISSION
There were no planning applications to report.
113. MILLER HOMES AND LINDEN HOMES PROPOSALS FOR WHITEHOUSE FARM COMMUNITY LIAISON GROUP – UPDATE FROM MEETING HELD ON WEDNESDAY 23 JANUARY 2019
Councillor Plowman had attended the meeting, the purpose of which was to view and discuss the proposals for both the first residential reserved matters applications for the site, and the reserved matters application for the sports pitches. Councillor Plowman updated the Committee and circulated to members the draft plans. A number of concerns had been expressed including, access, car parking, sewage plant, however, the Committee were pleased to note that provision had been
made for social housing.
It was noted that Linden Homes and Miller Homes had held a public exhibition to display their proposals on 31 January 2019 prior to submitting their applications in Spring 2019.
It was RESOLVED to note the current situation.
114. LOCAL BUILDINGS LIST – HISTORIC BUILDINGS OF LOCAL INTEREST
The Planning Adviser, with the aid of a visual presentation, gave an overview of the sites on the Local Buildings List in the centre of the city. No changes to the Local Buildings List in this area were proposed.
115. CONSULTATION ON PROTECTING AND ENHANCING ENGLAND’S TREES AND WOODLANDS BY THE DEPARTMENT OF ENVIRONMENT, FOOD AND RURAL AFFAIRS (DEFRA)
The Planning Adviser outlined the consultation, including the four proposals within the document:
(i) Duty to consult on the felling of trees
(ii) Duty to report on the felling and re-planting
(iii) Production of best practice guidance for the preparation of a Tree and Woodland Strategy.
(iv) Increased powers to the Forestry Commission
Whilst members generally supported the principle of some further protection of trees, and particularly street trees, it was not considered that the duty to consult or to report would actually give any protection, rather they would just introduce a further bureaucratic process. It was noted that there were no targets, restrictions or consequences proposed for the felling of Local Authority owned trees, and that it would still be open to the Authority to fell a tree regardless of the outcome of any consultation. It was considered that the consultation should be a one-step process. Narrowing the consultation process only to trigger a further consultation process, neither of which would be capable of protecting the tree or stopping the felling was considered the least effective and most time-consuming consultation option.
