PLANNING AND CONSERVATION COMMITTEE

PRESENT: Councillor Ann Butler (Chairman), Councillors Squire, McHale, Hitchman, J Gershater

EX-OFFICIO: The Mayor (Councillor C Gershater), Chairman of the Finance Committee (Councillor Scicluna), Chairman of Community Affairs Committee (Councillor Apel), Deputy Mayor (Councillor Corfield)

74. APOLOGIES FOR ABSENCE

RESOLVED to receive and approve apologies and reasons for absence from the meeting from Councillors Pramas and Vivian.

75. DECLARATIONS OF INTEREST BY MEMBERS OF THE COMMITTEE IN MATTERS ON THE AGENDA FOR THIS MEETING

No declarations were received.

76. MINUTES OF THE PLANNING AND CONSERVATION COMMITTEE MEETING HELD ON 12 OCTOBER 2023

RESOLVED to approve and sign as a correct record the minutes of the Planning and Conservation Committee meeting held on 12 October 2023.

77. CHANGES TO COMMITTEE MEMBERSHIP

The Committee noted the resignation of Councillor Chant. The Chairmen requested that Councillor Chant be thanked for his work on the committee which had been appreciated.

Members RESOLVED to appoint Councillors McHale and J Gershater to the Committee.

78. UPDATES ON ACTIONS FROM THE PREVIOUS MEETING NOT COVERED ELSEWHERE ON THE AGENDA

Telephone boxes in North Pallant (minute 63a refers)

The Clerk advised she had received an email from BT advising that the phone boxes in East Street would not be removed and anti-social behaviour problems should be raised with the police.

79. APPLICATIONS FOR PLANNING PERMISSION

CC/23/02116/FUL – Case Officer: Jeremy Bushell
Land At Havenstoke Close Bishop Otter Campus College Lane Chichester
Student accommodation (349 no. beds) with associated amenity areas, access, hard and soft landscaping and ancillary facilities.

Strong concern over the overbearing impact upon the neighbours, lack of sun, closeness to the ancient monument and a high mass of people in a small area. Would there be enough disabled parking spaces and amenities for 349 people?

RECOMMENDED: The group will propose to eliminate the block opposite the current neighbours, opening the space to greenness and light and assisting with the lack of disabled parking.

80. CONSULTATION BY WEST SUSSEX COUNTY COUNCIL (WSCC) REGARDING ITS ACTIVE TRAVEL STRATEGY (ATS) AND LCWIP (LOCAL CYCLING AND WALKING INFRASTRUCTURE PLAN)

Committee noted the planning advisor briefing. Councillors queried how the Southern Access Road for Whitehouse Farm for Phase 2 would connect to Route K and if this needed further consideration. Councillors queried how the ATS fitted with wider policies around public transport and electric vehicles. The Planning Adviser advised this was not within the scope of the consultation.

Councillors felt that more consideration should be made of e-bikes and e-scooters and how these would impact future space requirements. They also suggested that consideration should be made for alternative modes of transport and separation of pedestrians and cyclists and the plan needs to show greater ambition and more investment.

Committee RESOLVED that the Planning Adviser draft a response that covered the points raised for approval by the Chairman prior to submission to WSCC.

81. PRESERVING THE PRIORY PARK MOTTE

The Committee considered the report on the state of the Motte that had been circulated with the agenda.

Committee RECOMMENDED to Full Council on 20 December 2023 that a working group be established comprised of City Councillors and representatives from Heritage England, Chichester District Council, Priory Park Society to look at the issues and prepare an options proposal for further consideration.
