The committee reviewed the draft policy, which was based on the Leicester City Principles for Commissioning and Conserving Public Art, as recommended in the Civic and Ceremonial Working Group report and RESOLVED to recommend it to Full Council for adoption.

To consider the following recommendations:

Minute 73 refers – Town Clerk’s delegated authority for spending commitments
RECOMMENDED to Full Council on 18 December 2024 that the Town Clerk’s designated spending authority for commitments within agreed budgets be increased to £5,000.
Minute 74a refers – City Council Budget 2025-2026
The Committee RECOMMENDED to Full Council on 18 December 2024 that the City Council’s budget for 2025/2026 be agreed providing the Tax Base remains unchanged from the draft figure of 12,517.40 supplied by the District Council. The recommended budget to be £1,211,683 with a precept demand of £970,760 and a Band D Council Tax increase of £6.79 to £77.55.

Business Plan Sub-Committee
To note the minutes of the Business Plan Sub-Committee meetings held on 5 December 2024 ( https://chichestercity.gov.uk/minutes-business-plan-sub-committee-5-december-2024/).
To consider the following recommendation:
Minute 31 refers – Committee AGREED to recommend to Council that a budget of £5,000 be made available for public engagement with the community.

12. ITEMS FOR INCLUSION ON THE NEXT AGENDA
13. PUBLIC BODIES (ADMISSION TO MEETINGS ACT) 1960
Proposal to resolve that the public and press be excluded from this meeting for Agenda Items 14 and 15 due to the confidential nature of the business to be transacted namely financial and business affairs of third parties.

15. MATTERS ARISING REGARDING THE MARKET HOUSE

16. COMMON SEAL
The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.
However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.
It is requested that discretion is exercised and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made.
