To approve the dispensation requests received since the last Meeting of Council (Copies attached or to follow.).

4. WASTE PREVENTION

Presentation by West Sussex County Council’s Waste Prevention team.

5. NEIGHBOURHOOD PLAN

To review the report and recommendations from Steve Tilbury Consulting Ltd and make a decision on the future of the Chichester Neighbourhood Plan (report attached).

9. UPDATES ON ITEMS FROM THE LAST MEETING NOT COVERED BY THIS AGENDA

Minute 66a – Councillors who had not attended the in-person Equalities and Diversity training to be provided with the slides from the course and the opportunity to undertake a similar course online.

Minute 68 – Add a hyperlink to the District Council Monitoring Officer’s online complaints form into the City Council’s complaints policy document.

11. ANNUAL REVIEW OF CITY COUNCIL POLICIES AS PER STANDING ORDERS

To complete the annual review of the following City Council policies as per Standing Orders:

a) Chichester City Council Media Policy (March 2024)

b) Review of variable Direct Debits, Standing orders, and online banking arrangements.

12. LOCAL GOVERNMENT DEVOLUTION

To receive updates as appropriate on the Local Government Devolution process and review the implications of the recent letter from UK Government to West Sussex County Council outlining the next steps (letter attached or to follow).

14. ANNUAL PARISH MEETING

To discuss options for an Annual Parish Meeting or arranging another public consultation/Town Hall public meeting.

15. CHICHESTER DISTRICT COUNCIL HOUSING STRATEGY CONSULTATION

To discuss a City Council response to the Chichester District Council Housing Consultation which closes on 3 March 2025.

To review and approve the draft calendar of Council and Committee meetings for 2025/2026 (attached)

  • From City Councillors about matters affecting their wards
  • From Chichester Division Members of West Sussex County Council and from Chichester Ward Members of Chichester District Council.

To answer questions received, if any, from Members of Council pursuant to Standing Order 8.

19. ITEMS FOR INCLUSION ON THE NEXT AGENDA

20.COMMON SEAL

The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.

However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.

It is requested that discretion is exercised and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made.
