3. MINUTES OF COUNCIL

To approve and sign as a correct record the minutes of the Meeting of Council held on the 14 December 2022 (pages 127 to 131).

4. MAYOR’S ANNOUNCEMENTS

To include an update from the Mayor regarding the arrangements for the visit by the delegation from Speyer and other Friends Associations for the signing of the Chichester-Speyer Twinning deed.

5. PUBLIC QUESTIONS

To answer questions (if any) from members of the public being residents of the City pursuant to Appendix 1 of Chichester City Council’s Standing Orders (September 2020).

To consider the following recommendation:

20MPH default speed limit for Chichester (Minute 126, 2 February 2023, refers)

After a short further debate, the Committee RECOMMENDED to Full Council on 22 February 2023 that Councillor Corfield’s request to form a 20MPH Default Speed Limit Working Group, reporting to the Planning and Conservation Committee, be approved and that an exploratory meeting of interested parties be called with the intention of forming a Working Group for the development of a City Council 20MPH Default Speed limit policy and action plan.

7. CALENDAR OF MEETINGS 2023-2024

To consider the draft dates for the calendar of meetings 2023-2024 (attached) and the accompanying report from the Town Clerk and Member Services Support Officer.

8. NEXT SCHEDULED MEETING OF THE CITY COUNCIL – WEDNESDAY 19 APRIL 2023

The Mayor has requested that this meeting revert to the former start time of 6.00pm.

9. CITY FLORAL PLANTING – CATHEDRAL BEDS

To discuss the use of City Council Community Infrastructure Levy (CIL) funds to undertake works on the Cathedral flower beds.

10. CITY CENTRE PAVEMENTS – CITY COUNCIL CIL FUNDING

In light of the outcome of the recent Levelling Up Fund bid, to revisit the previous City Council resolution to support the proposed works to the city centre precincts using CIL funds (Extraordinary meeting of the City Council held on 5 July 2022, minute 24 refers)

“RESOLVED

That the City Council supports the allocation of a sum not exceeding £100,000 from unallocated CIL funds towards the pavement element of the Public Realm project which forms part of the Levelling Up Bid being co-ordinated by Chichester District Council. The City Council considers this a reasonable and proportionate contribution in the spirit of partnership working and in support of long standing concerns the City Council have the condition of pavements in the City centre. However, the sum will only be payable if a. the funding bid is successful and b. the City Council would reconsider their decision about the level of funding if the grant was successful, but the amount granted less than bid for.”

11. BOGNOR ROAD BUS SHELTER

To review feedback received from the public consultations and sign off on the installation of a new bus shelter and the bus stop near the junction of Bognor Road with York Road.

12. REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

To receive reports, if any, from City Council representatives on Outside Bodies (reports attached if available).

13. WARD REPORTS FROM CHICHESTER CITY COUNCILLORS

To receive reports, if any, from City Councillors about matters affecting their wards (reports attached if available).

14. REPORTS FROM CHICHESTER DISTRICT AND WEST SUSSEX COUNTY COUNCIL’S WARD MEMBERS

To receive reports from Chichester division members of West Sussex County Council and from Chichester ward members of Chichester District Council, if they consider it to be appropriate (reports attached if available).

15. QUESTIONS

To answer questions (if any) from members of Council pursuant to Standing Order 8.

16. COMMON SEAL

The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.

However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.

It is requested that discretion is exercised and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made.
