1. APOLOGIES FOR ABSENCE

To receive and approve apologies and reasons for absence from members of the Committee.

2. DECLARATIONS OF INTEREST BY MEMBERS OF THE COMMITTEE IN MATTERS ON THE AGENDA FOR THIS MEETING

3. MINUTES OF THE PLANNING AND CONSERVATION COMMITTEE MEETING HELD ON 18 AUGUST 2022 AND 15 SEPTEMBER 2022

To approve and sign as a correct record the minutes of the Planning and Conservation Committee meeting held on 15 September 2022.

See three items below and matters raised at the Council Meeting on 28 September 2022.

a) 18 August 2022 – minute 49

The Mayor, Councillor Joy confirmed that he had meant to declare an interest relating to the Chichester District Cycle Forum and not ChiCycle and that the declarations of the Minutes of the meeting held on 28 July 2022, which were approved and signed as a correct record on 18 August 2022, be amended to reflect his interests at the July meeting.

b) 18 August 2022 – minute 62

Councillor Bell suggested that the wording of minute 62 (18 August 2022) be amended to read:

“Members were concerned that there was insufficient data in the report; they were confused about the recommendations and pointed out that changing the speed limit on the A27 before limiting the speed on the roads in the city centre which might drive more traffic at higher speeds through the city.”

Members RESOLVED to ask that the Planning and Conservation Committee amend the minute as requested.

c) 15 September – attendance record

West Sussex County Councillor Simon Oakley, had asked that the attendance record of the Minutes of the meeting held on 15 September 2022, be amended to reflect his online attendance via Zoom.

To receive an update from the Chairman on the presentations and to make a recomendation to the Special Finance Committee to be held on Thursday 13 October 2022.

8. B2144 OVING ROAD STAGE 2 CONSULTATION

To note the current cycling and pedestrian environment consultation currently under way by West Sussex County Council.

10. DECEMBER MEETING OF THE PLANNING AND CONSERVATION COMMITTEE

To consider change of date for the December meeting of the Planning and Conservation Committee due to a timetable clash with the City Council’s visit to Speyer, Germany from 7 to 10 December 2022.

11. PUBLIC REALM STANDARDS

12. TRAFFIC ISSUES IN THE PALLANTS AND CITY COUNCIL SUPPORT FOR A TRAFFIC REGULATION ORDER BEING MADE BY THE PALLANTS RESIDENTS ASSOCIATION

The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.

However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.

It is requested that discretion is exercised and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made
