3. MINUTES OF THE PLANNING AND CONSERVATION COMMITTEE MEETING HELD ON 7 NOVEMBER 2024
To approve and sign as a correct record the minutes of the Planning and Conservation Committee meeting held on 7 NOVEMBER 2024.
4. STREET TRADING CONSENT APPLICATION
Committee to comment regarding the Vegan Market Company (Earth Events Ltd) street trading application for Chichester Vegan Market, on the dates of 26/01/25 & 21/09/25.
The Market will take place on East Street, with 30 pitches and traders present. (application attached).
5. UPDATES ON ACTIONS FROM THE PREVIOUS MEETING
To note the completion of the following actions:
Minute 83 – PA to Submit committee comments Chichester Tannery Redevelopment
Minute 84 – PA to Submit comments from Committee for Traffic Regulation Order – Orchard Gardens
6. APPLICATIONS FOR PLANNING PERMISSION
Planning Adviser to report (report attached).
7. NEW PLANNING ITEMS RECEIVED SINCE PUBLISHING OF AGENDA

8. OVING PARISH COUNCIL
Oving Parish Council is undertaking the Pre-Submission Consultation on its Neighbourhood Development Plan. Oving Parish Council is welcoming any comments from Chichester City Council. (draft plan and maps attached).
The consultation lasts from October 28 to December 9, 2024.
9. ENFORCEMENT MATTERS
A Building Operation Enforcement Notice has been issued at 2 Velyn Avenue, Chichester, PO19 7UP. For erecting an outbuilding in the approximate position shown on the Plan.
The outbuilding encroaches out on to the street and harms the area’s appearance. It is also very noticeable in the Conservation Area, which affects the area’s overall look. (notice attached).

PLANNING AND CONSERVATION COMMITTEE MEETING – 2 JANUARY 2025
To cancel the planned 2 January 2025 Committee meeting due to time constraints for publishing the agenda and to delegate authority to the Planning Adviser to respond to planning applications on behalf of the City Council for this period.

The filming, photographing and recording of City Council meetings is now permitted by those members of the press and public attending. This includes the use of mobile devices by those using social media. It would be appreciated if anyone who wishes to do this could let the Chairman know before the meeting commences.
However, these provisions will not apply on occasions where the press and public are excluded from the meeting when confidential matters are discussed.
It is requested that discretion is exercised, and nothing done to disrupt or distract the meeting in any way. The Chairman will reserve the right to request that filming/recording ceases if it is having a detrimental effect upon the meeting. If you do not wish to be filmed then please let the Chairman know so that alternative arrangements can be made
