131. MINUTES OF THE PLANNING AND CONSERVATION COMMITTEE MEETING HELD ON 27 FEBRUARY 2024
Committee APPROVED and signed the minutes as a correct record the minutes of the Planning and Conservation Committee meeting held on 27 FEBRUARY 2025.

134. NEW PLANNING ITEMS RECEIVED SINCE PUBLISHING OF AGENDA
No new items were presented.
135. NET ZERO WORKING GROUP
The Committee reviewed the Minutes and Reports from the Net Zero Working Group Meeting on 23 JANUARY 2025. The Committee queried whether it was worth upgrading the old solar panels on The Council House roof to increase our
power generation. TC explained that this had been considered, but at present the Feed-In Tariff rate received from the older panels would be forfeit if they were upgraded therefore at this time it was more financially beneficial to retain the older
panels.
The committee REQUESTED that the Net-Zero Working Group look at schemes for recycling and disposal of solar panels at the end of their life.
136. ENFORCEMENT MATTERS
An enforcement notice has been issued for 48 Cambrai Avenue regarding the erection of a pergola. The pergola’s design, use of materials, and height are considered visually intrusive and adversely affect the visual amenity of
neighbouring properties. The development significantly impacts the outlook from the gardens of neighbouring residential properties due to its proximity to residential boundaries and its height.
Furthermore, the development fails to conserve and enhance the setting of the Chichester Conservation Area, which is adjacent to the rear boundary of the site. It appears out of context with the surrounding residential development.
Consequently, the development is contrary to policies 1, 2, 10, 33, and 47 of the Chichester Local Plan and Section 12 of the National Planning Policy Framework. The notice requires the pergola be dismantled and all materials be removed from the Land. The notice takes effect on 3rd April 2025.
137. TRAFFIC ISSUES
West Sussex County Council have approved lamp column 6 outside of St Joseph’s school in Orchard Street as a suitable location for a Speed Indicator Device (SID) device. The City Council have applied to Enerveo for permission for an attachment. Once this has been received, we will add the site onto the mobile SID rotation schedule. We have asked West Sussex County Council to suggest if there are any suitable lamp columns in New Park Road, or St James Road that could be used to accommodate a SID and are awaiting a response.
